Mayor Bill de Blasio, gave his State of the City speech at the Symphony Space Theatre on Jan. 10.
Chief Chaplain of the New York City Police Department Rabbi Alvin Mass opened by honoring New York City's achievements.

“We are blessed to be residents of a city where crime is at an all time low and educational opportunity is at an all time high.”
The mayor and the chief were on the same page.

“They’re heroes. Extraordinary people—they’re heroes, like police officer Syed Ali—a combat veteran.
Patrolling the subway last month—single handedly held back a group of 5 assailants. And, as if that wasn’t enough, when one of them fell on the subway tracks, officer Ali saved his life.”

During his speech, the mayor stopped to sign an executive order, creating a government office that can seize property from unlawful landlords.

“And we’ll get tough on the bad guys: when the city’s worst landlords cheat their tenants, we will take their buildings away from them.”
“My fellow New Yorkers, when a landlord tries to push out a tenant, by making their home unlivable, a team of inspectors, law enforcement agents will be on the ground in time to stop it.”
A detailed explanation of the new office was not given, nor an explanation on how cases between landlords and tenants will be investigated.
He did describe an unlawful landlord as someone who makes the tenant's home unlivable, and what qualifies as unlivable was not specified.
