Widespread heavy rains hit North China Plain on Aug. 13. In Linyi City of Shandong Province, where 33.8 cm (13.3 inches) of rain fell within 24 hours, breaking all known historic records. Flash floods rose more than 3.5 feet high on the streets in the southern suburb of the city. Many families were displaced and livestock were drowned.
