He notes that only Congress has the power to determine the time, date, and location for the convention, as well as how the delegates to the convention will be selected, and how their votes will be apportioned. In other words, state legislatures have absolutely no power to limit or control the convention. Delegates at an Article V convention can propose to amend, revise, or rewrite the Constitution — is this a risk you are willing to take?
