'Institutionalized Incompetence': Watchdog Founder on $247 Billion in Improper Payments

Watchdog Open the Books estimates that the government lost $247 billion in improper payments last year. That's enough to fund all U.S. aid to foreign countries for five years. NTD spoke with the founder of Open the Books, Adam Andrezejewski, who says this is an ongoing, bipartisan problem.
