Phoenix Experiences a Rash of Fake Passengers

Phoenix has seen a rash of plastic passengers on its highways’ High-Occupancy-Vehicle lanes. Twice this month troopers have stopped drivers in the carpool lanes carrying only dolls. A driver was stopped on Sept. 7 with a mannequin in the passenger seat—that’s a $400 ticket. Four days later a woman was stopped with a plastic doll in a baby seat—another $400 fine.
