The prime minister announces a mini-reshuffle of his cabinet, as the health secretary sets out his delayed plan to tackle England's NHS backlog. Boris Johnson says the UK will not flinch over Ukraine, warning Russia's President Vladimir Putin that any invasion will backfire and only serve to strengthen NATO. Meanwhile, French President Emmanuel Macron visits Ukrainian President Volodymyr Zelensky in Kyiv. Macron says Putin did say he won't initiate an escalation, and that it was confirmed to him in writing. Military experts say Ukraine's armed forces are heavily outnumbered and out-gunned by Russia. But they would be capable of mounting significant resistance if Russia were to launch a large-scale invasion.
