NYC Says Changes to Jails Coming Within Days

Federal prosecutors threatened New York to take over the city's jail system by implementing an outside authority. Now, this week, the commissioner of New York City's Department of Corrections was ordered to attend a hearing with a federal judge. They talked about solutions to the ongoing problem in New York City jails, especially Rikers Island.
