California City First in US to Require Gun Insurance

The San Jose city council voted to move forward with two approaches on gun regulation. One is to require gun owners to have liability insurance coverage for their firearms. The second requirement is to pay a fee to compensate taxpayers for the cost of gun-related incidents.
