NYC Food Vendor uses Fake Identities to avoid $117K in fines

The health bureau issued 155 health citations toalling $117,000 between 2006 and 2016 to a New York snack vendor named Abdelhakim Hassan Ganash. Vendors operating in the city must pay off all citations before they can renew their licenses, which they are required to do every two years. Instead of paying his tickets, Ganash applied for a new business license three times during that period. He was caught once in 2012 by the health department, and they promptly said that he would never again be issued any licenses or permits. Then, in 2016, he returned to apply; he gave only his middle initial and changed his phone number and address. He was issued another license that year. The New York City Department of Health stated that the application procedures will be strictly examined in the future, and applicants using improper methods will be revoked.
